2019-20 FHL Military Deer and Elk Tag Lottery

The FHL military tag lotteries were run on June 5th.

The deadline for winners to purchase tags through California Dept. of Fish & Wildlife (CDFW) is
JUNE 28, 2019
If any tags are unclaimed by the purchase deadline, those tags will be re-issued through another lottery from the remaining unsuccessful applicant pool. Any unclaimed tags after a second lottery will be returned to CDFW for distribution to the alternates in their public drawings.

MILITARY ELK TAG LOTTERY RULES AND ELIGIBILITY REQUIREMENTS

RULES

  1. You may only enter one (1) FHL military elk lottery. Entry into more than one (1) elk lottery will void ALL your lottery entries.
  2. If you draw both a FHL Military Elk Tag and any other elk tag through the California Dept. of Fish & Wildlife (CDFW) drawing, then one (1) of the tags must be declined.
  3. DoD Dependent Junior Hunters (see Eligibly Requirements below) must be 12 years or older as of 1 July 2019.
  4. There's a 2-YEAR MORATORIUM for all successful military ELK tag winners (i.e., if you drew a 2018-19 tag you aren't eligible until the 2021-22 lotteries). There is no moratorium for military DEER tag winners.

ELIGIBILITY REQUIREMENTS

  1. Must have purchased a 2019-20 FHL Annual Hunting Permit (includes discounted annual permits).
  2. Belong to one (1) of the following categories:
  • Category 1 - Active duty military personnel and Families (includes U.S. Coast Guard).
  • Category 2 - Members of the RC and Families (includes Ready Reserve (to include Scholarship/Contract ROTC Cadets) and National Guard, and their Family members).
  • Category 3 - Delayed Entry/Delayed Training recruits.
  • Category 4 - Cadets of Armed Forces academies.
  1. Category eligibility proof of above requires:
    - For Service Members, submission to the Hunt & Fish Program a copy of the front side your DoD issued Common Access Card (CAC).
    - For Service Member Dependents, submission to the Hunt & Fish Program a copy of your DoD issued dependent’s ID card and the front side your sponsor’s CAC.

MILITARY DEER TAG LOTTERY RULES AND ELIGIBILITY REQUIREMENTS

RULES

  1. You may only enter one (1) FHL military deer lottery. Entry into more than one (1) deer lottery will void ALL your lottery entries.
  2. If you draw both a FHL Military Deer Tag and the same deer hunt tag through the CDFW drawing, then one (1) of the deer tags must be declined. For example, you cannot have two (2) G-8 tags. However, you may have one (1) G-8 and one (1) A-33.
  3. Eligible junior hunters (see Eligibly Requirements below) must be 12 years or older as of 1 July 2019.
  4. There is NO moratorium for military DEER tag winners.

ELIGIBILITY REQUIREMENTS

For A-33 and G-8:

  1. Must have a 2019-20 FHL Annual Hunting Permit (includes discounted annual permits).
  2. Belong to one (1) of the following based on Army Regulation (AR) 215-1, Table 7-1 Categories 1 through 20 (AR 215-1 Table 7-1 Hyperlink):
  • Category 1 - Active duty military personnel and Families (includes U.S. Coast Guard).
  • Category 2 - Members of the RC and Families (includes Ready Reserve (to include Scholarship/Contract ROTC Cadets) and National Guard, and their Family members).
  • Category 3 - Delayed Entry/Delayed Training recruits.
  • Category 4 - Cadets of Armed Forces academies.
  • Category 5 - Commissioned Corps of the Public Health Service and Commissioned Corps of National Oceanic and Atmospheric Administration and their Family members.
  • Category 6 - Retired military personnel from active duty and Reserves, and Family members.
  • Category 7 - Veterans with 100% service-connected disability, honorably discharged.
  • Category 8 - Medal of Honor recipients.
  • Category 9 - Unremarried surviving spouses (and Families) of military personnel who died while on AD or in retired status.
  • Category 10 - Unremarried former spouses (and other Family members) who were married to the military member for at least 20 years while the military member was on AD.
  • Category 11 - Orphans of military members, when not adopted by new parents, under 21 years of age.
  • Category 12 - U.S. DOD APF/NAF civilian employees (includes AAFES) and Coast Guard civilians and their Family members stationed outside the United States.
  • Category 13 - Local national or host country DOD civilian employees and Families at the discretion of the overseas commander, provided space is available and subject to host country agreements.
  • Category 14 - U.S. Federal employees when assigned in areas outside the United States.
  • Category 15 - Medical personnel under contract to the Army during periods they are residing on the installation.
  • Category 16 - Military personnel of foreign nations and their Families when on orders from the U.S. Armed Forces, or in overseas areas when the overseas commander grants privileges in the best interest of the United States.
  • Category 17 - Paid members of the American Red Cross, United Service Organization, and other POs as authorized by DOD issuances, when assigned to U.S. Armed Forces outside the United States.
  • Category 18 - U.S. employees of firms under contract to DOD working on the installation, assigned outside the United States.
  • Category 19 - U.S. DOD APF/NAF civilian employees (includes AAFES) and Coast Guard civilians and retired DOD and Coast Guard civilians and their Family members.
  • Category 20 - DOD contract personnel or technical representatives who work full time on the installation.
  1. Category eligibility proof of above requires:
    ​- For Service Members, submission to the Hunt & Fish Program a copy of the front side your DoD issued Common Access Card (CAC).
    ​- For Service Member Dependents, submission to the Hunt & Fish Program a copy of your DoD issued dependent’s ID card and the front side your sponsor’s CAC.
    ​- For DoD Affiliated Groups (Categories 5 -20), submission to the Hunt & Fish Program a copy of the front side your DoD issued Common Access Card (CAC) or other DoD issued ID Card.
    ​- For DoD Affiliated Groups (Categories 5 -20) Dependents, submission to the Hunt & Fish Program a copy of your sponsor’s DoD issued Common Access Card (CAC) or other DoD issued ID Card.

For J-10:

  1. Must have a 2019-20 FHL JUNIOR Annual Hunting Permit.
  2. Belong to one (1) of, or a dependent, of AR 215-1, Table 7-1 Categories 1 through 20 (same as A-33 and G-8 eligibility requirements above).
  3. If you draw both a FHL Military Deer Tag and the same deer hunt tag through the CDFW drawing, one (1) of the deer tags must be declined. For example, you cannot have two (2) J-10 tags. However, you may have one (1) J-10 and one (1) G-8.
  4. Category eligibility proof of above requires
    ​- For Service Member Dependent Juniors, submission to the Hunt & Fish Program a copy of your DoD issued dependent’s ID card and the front side your sponsor’s CAC.
    - For DoD Affiliated Groups (Categories 5 -20) Dependent Juniors, submission to the Hunt & Fish Program a copy of your sponsor’s DoD issued Common Access Card (CAC) or other DoD issued ID Card.
  5. Must be 12 years or older as of 1 July 2019.

ELK AND DEER MILITARY LOTTERY
ENTRY INSTRUCTIONS AND PROCESS

As mentioned, you must have purchased a FHL 2019-20 Annual Hunting Permit (includes discounted 2019-20 Annual Hunting Permits), and be one of the Eligible Categories to enter the lotteries.

  1. Ensure that you are eligible and have purchased a FHL 2019-20 Annual Hunting Permit.
  2. Email to the H&F Program the required documentation of your “Proof of Eligibility” (see requirements above) with the request to be allowed in the military elk, deer or both lotteries.
  3. After the H&F Program has updated your account and emailed that you that you are able to acquire lottery entry tickets, logon to your FHL iSportsman account, and select “Available Permits”.

  1. Select “+ Add to Cart” for the desired Elk and/or Deer Military Tag Hunt ENTRY TICKET to enter that hunt’s lottery. Note: You can only enter one elk hunt lottery and one deer hunt lottery.

  1. Select “View Cart & Checkout”.
  1. Verify items in your cart are correct, then select “Checkout”. YOU ARE NOW IN THE LOTTERY POOL!!!
