STEPS TO OBTAIN A PERMIT

STEP 1. Create Your iSportsman Account
If you created an iSportsman account previously do not create a new account. Use that account. If you do not have an iSportsman account then register for one by clicking the “My Account” tab in the blue bar above, select “New User Registration”, and complete the registration process.
STEP 2. Clear ALL Holds (a.k.a., Validations) on Your Account
All customers are required to be cleared by FHL's Visitor Control Center prior to being able to purchase a FHL Hunting or Fishing Permit.
2.1. VETTING HOLD
FOR DoD-ISSUED ID CARD HOLDERS:
- If you possess a "valid" Department of Defense (DoD) issued Common Access Card (CAC) or other ID (e.g., Military Priviliges ID card), email a copy of the front side on your card to the FHL Hunt and Fish Program at: usarmy.hunterliggett.id-readiness.mbx.hunt-and-fish-program@army.mil.
- Once the copy of your ID card is received, the H&F Program staff will remove the Vetting hold from your account. This process can take up to 1 week.
FOR OTHER CUSTOMERS:
- If you do not possess a DoD-issued ID, you must complete a new background check through the Visitor Control Center annually. Your access approval expires when your hunting or fishing permit expires. That’s June 30 for hunting and December 31 for fishing.
- Download the Hunter & Fishing Access Request Form, fill it out completely, sign (you can type your name in the signature box), and email the completed form with a copy of an acceptable photo ID to the Visitor Control Center at: usarmy.hunterliggett.id-readiness.mbx.des-vcc@army.mil.
Do NOT send this form to the FHL H&F PROGRAM. It will delay your process time.

- Once you have successfully completed the background check, the Visitor Control Center will notify the H&F Program, and the Vetting Hold on your account will be removed by the H&F staff and we will notifiy you of this account change via email. This process can take up to 30 days. Plan accordingly.
2.2. FHL H&F ORIENTATION BRIEF HOLD
- EVERYONE MUST watch the "H&F Orientation Brief" which can be found under the "My Safety Briefs" tab in the blue bar of your account page. Note: If the video moves too quickly to read, you can pause it at any time.
- After watching the video, answer the question that follows and click “DONE”.
- Once submitted, this hold is removed. This is a one-time requirement but the briefing is still available for future viewing.
2.3. FHL UNEXPLODED ORDINANCE (UXO) BRIEF HOLD
- EVERYONE MUST watch the "UXO Brief", which can be found under the "My Safety Briefs" tab in the blue bar of your account page. Note: If the video moves too quickly to read, you can pause it at any time.
- After watching the video, answer the question that follows and click “DONE”.
- Once submitted, this hold is removed. This is a one-time requirement but is available for future viewing.
2.4. CALIFORNIA HUNTING LICENSE HOLD (Hunters Only)
- Anyone who wishes to purchase an FHL Hunting Permit must obtain a valid California Hunting License. A valid license has the same hunt year as the Hunt Permit being acquired. For example, a 2021–22 CA Hunting License for a 2021–22 FHL Hunt Permit. iSportsman will prompt you for your valid CA Hunting License document number upon checkout.
- You only need to send the FHL H&F Program (usarmy.hunterliggett.id-readiness.mbx.hunt-and-fish-program@army.mil) proof of your CA Hunting License if you are eligible for discount based on your license (i.e., disabled veteran, junior hunter, or recovering service member).
Firearms Registration
- Firearms Registration is not a Hold on your account and does not prevent you from purchasing a FHL Hunting Permit for the first year hunters but may delay process for returning hunters.
- However, all firearms and air guns brought on FHL must be registered to the person in possession of the firearm with the Visitor Control Center. For instructions, select "Firearms Registration" from the "Regs & Policies" tab above, or the button below. Archery equipment is not registered.
- Once your firearm is registered with FHL, the Visitor Control Center will email to you a copy of your firearms permit. Keep it with you and your firearm at all time while hunting on FHL.
- Your firearms permit does not expire as long as you retain your vetted clearance.

2.5. DISCOUNTED ANNUAL HUNTING PERMIT HOLD (Optional – Hunters Only)
- Anyone who wishes to purchase a Discounted Fee Hunting Permit must submit by email to the FHL H&F Program (usarmy.hunterliggett.id-readiness.mbx.hunt-and-fish-program@army.mil) proof of eligibility for the discount desired based on the following:
- Once emailed proof of your discounted eligibility is received, the H&F Program staff will remove the hold from your account for the purchase of a Discounted Permit. This process can take up to 1 week.
STEP 3. Log into your account and purchase the desired permit(s).

- Review your order carefully before purchase.
- Permit your permit and have it with you when hunting or fishing on FHL. Photo H&F IDs are no longer issued.
- All sales are final.
- The FHL Hunt and Fish Program does not provide refunds.
